This package of internationally applicable security standards brings radical changes with it. Each port authority must have an officially-approved security plan that has to be rigorously applied, and all terminals and port access must be physically secured.
a) The Code applies to:
· passenger ships;
· cargo ships (including high-speed vessels) of 500 GT or more;
· port facilities that handle the above ships in international movements.
b) Objectives:
· to implement an international network among governments, local authorities and the shipping industry;
· to define the responsibilities of authorities and shipping-related companies (ship owners, terminals etc.) so as to promote shipping security;
· to gather and exchange security-related information in good time;
· to draw up security plans and procedures, so as to be able to react to quickly changing security levels;
· to create confidence in the existing security infrastructure.
c) Implications:
· All ports that deal with international shipping and all terminals that handle seagoing ships of 500 GRT or more on international trips must take the necessary security measures.
